LAN OWNERS SHIP AND USE
In accordance with the constitution and relevant laws and regulation pertaining to the ownership and use of land:

-only natural persons or regal entities of khmer nationality have the right to ownership of land in the kingdom of Cambodia, with types of ownership:

+Receipts: which issues by authority’s commune chief, most of the owner use this receipt because they save the tax payment and other service fee
+Certification: with issues by title by cadastral registry   until under authority of the ministry of land management, urban planning and construction.
The following persons or entities may be owners of land in Cambodia Cambodian citizens, public territorial collectives, public institutions, Cambodia communities or association’s public enterprises, Cambodia civil or commercial enterprises and any Cambodia organization which is recognized by law as legal entity.

-Ownership of land for the purpose of currying on promoted investment activities shall vested only in natural persons holding Cambodia citizenship or in legal entities in which more than 51% of the equity capital are directly owned by natural persons or legal entities holding in Cambodia citizenship ,so foreign national can own land only 49% .
use of land (property) shall be permitted to foreign /investors , including long time leases of up to a period of 70 years ,renewable upon request such use may include the right of ownership of real and personal property situated on the land as may be permitted by the law (use lawyer to help you .) 
Here are two types of leases: lease for as indefinite period of time and lease for a definite period of time a lease: for a definite period of time including a short –term lease with as option to renew and a long time lease for 15 (fifteen) years or more.
The owner of property has the obligation to pay the tax with rate of 10% on the income from the rental of immovable property.
-purchasing the property transaction:
+coming to the selling price agreed seller and buyer can draft the contract by lawyer or agent that accepted by both parties, then start to pay the first down payment at lease 10% of total selling price . The purchasing contract has to completed with signature and /or thumb print.
The agent, lawyer or bank officer has be a witness
 to guarantee your contract and advance payment during the period of transfer title (about 2 week for receipt , 4 week for certificate)
+when the document completely done /transferred
You, owner and all witness have to check the title clearly and pay the final payment to close the deal.
